Ther is a huge difference between an observed and a holiday. Valentines and Halloween are observed as special days, but nowhere in the world are they holidays. Also, days off in lieu of a holiday are just that, days off, not an actual holiday. As stated, there are quite a few holidays, but unless you are the government, you will not get Mondays off. NYE is not a holiday int he true sense, but in order to attract tourism and Xmas holidays, they make it a large party but most Thais still have to work at least part of the day, same as in most western countries
