  2. Transparency has to be 'before the fact' not 'after the fact'. All government bids should be published in the major Thai newspapers with the bids open to inspection by the public. When the bid is finally awarded, the award should be noted to the public as well -- along with the reason why the bid was accepted. Transparency is not a complicated process.

    It is simply impossible to do that. There is not enough room in any three newspapers to do that. But there's lots of information online. These croo.... people at the Department of Public Works actually have quite an informative website including massive information on this microphone scam. It's not lack of information that's at the root of the problem but oversight and accountability. The assigned people are in on it, and the public is too la... doesn't have the time.

    Why the honest officials do not come in key leadership positions?

    As long as the corrupt officials are allowed to keep their stolen money and they have not to fear strong penalties,

    then the honest officials are the stupid fools.

    Or really all corrupt here?

  3. As long as in the schools / universities are no constructive and critical discussions, the learning progress will always remain small.
    To make an error is a great shame and often a loss of face.
    So better, as a student you make nothing or you buy the solution papers for the tests.
    The concept to learn from mistakes is entirely foreign to Thai.
    Edison has had over 1000 failed attempts before he finally invented the light bulb.
    What remains, is to learn only with misunderstood memorization.

    That is the interesting part here!

    Unfortunately, there is in the article not a single sentence were this money is now!
    Same with the rice scheme money.
    Same with the super cars.
    Same with the flood managment money.
    etc.

    Never a word about the remaining of the stolen money.

  5. Anyone who is in the public service must declare his assets.


    In parallel they should establish an independent tax police, which check if the actual assets match with the declared assets.


    Furthermore, they should set up an anonymous phone line / website, where unusual or unexplained increase in assets can be reported.


    Convicted corrupt officials must give back the stolen state assets plus imprisonment without parole.


    In my opinion, the only way to combat the corruption cesspool in public offices.


  6. As far as I know Western countries let Thai companies set up companies in their country would it not be fairer to let Western companies open here with full Western ownership. If you are a multi-million dollar company why would you want to have over 50% owned by foreigners in their own country. Thailand needs to start looking at the richest country in the world and fellow Asean member, Singapore, if Thailand wants to increase investment. I would never, never set up a company here with current rules.

    a Multi-million dollar company can own 100%. There are several ways for large companies to own 100% of their company. Me and my foreign partners own 100% of our company. We have BOI but started out with the Amity treaty for US citizens. If you dont know there are already very large companies with factories here in Thailand. Everyone from BASF, Nestle, Kraft, Toyota, Phelps Dodge, Goodyear etc etc. Thailand has a very large industrial sector with world wide companies. Also Thailand's GDP is about 100 Billion more than Singapore. So I dont think Thailand needs to learn anything from Singapore.

    You are right with the Amity treaty with a special regulation for US citizens. Also for the multi-million dollar companys like next VW.

    Good for you. But it is also about the small and medium investors from other countrys.

    And here the investment conditions are not good!

    Yes what else she can hope for.

    Until to date corrupt officials and politicians in thailand have nothing to fear.
    The penalties, if it ever comes to a conviction, are a joke.
    Free on bail, appeal, counter-claim, sentence reduction, transfer to an inactive post and then case closed.
    Also they have no problem to send a condemn criminal on the run a new passport and 30 Billion Baht.
