I guess rationale of government is that Thais have saved enough of the earth so now back to trashing as usual

Some years back (forget how many...) recall a new law requiring inter city buses to have seat belts and enforce that with threat of X thousand Thai baht for non compliance. That enforcement lasted a few months, like most laws. The seat belts are there & now it's up to passengers to use or skip at own peril. Problem may also be unbelted passengers flying about the inside of bus: wouldn't want to be hit by 100 kilo Russian auntie
