I wouldn't know if you can narrow it down to a nationality - Chinese in this instance:

It would be good if any business dealing with tourists had there insurance policy on display with a QR code so you could scan it and it would take you to insurance company web site to check if it is current or real

do you have a licence, I haven't seen any proof that they were speeding, its cleat the pickup driver was not on the ball 

how old is your car, he probably did the best thing as your paint might have faded

I might be missing something here there is no mention about the ability of the boat crews, might be an idea if they have to go through vigorous testing before being allowed to crew a vessel, you can have the best boat in the world but if there is a problem what to do
