do you have a licence, I haven't seen any proof that they were speeding, its cleat the pickup driver was not on the ball

A taxi driver contacted Pattaya police to let them know he turned the meter on for a Chinese tourist on Sunday night.

I might be missing something here there is no mention about the ability of the boat crews, might be an idea if they have to go through vigorous testing before being allowed to crew a vessel, you can have the best boat in the world but if there is a problem what to do
