I've heard of 2 people in Thailand where op went wrong and effected their sight long term. When you look at both people in the eyes they have a blurred not focusing look about them. Both had both eyes done the same time, I'd definitely go with one at a time if i needed the op

Some private hospitals also don't accept insurance claims often unless specific insurers are used. Do you know any government hospitals that accept payment by insurers?

I don't think govt hospitals accept insurance claims. Maybe can pay first and claim back

Sounds like you can't use a thai banking app for this, so as others have said pay cash, try office again, if they are no use ask for contact details for a committee member, if all that fails, i know a committee member who can give some help

The way it works is the police let it slide, always have done, until they are told to do a sweep and make arrests which they do now and then. Beach road can be very good, newbies can turn up there before later moving onto other things. It is a diamond in the rough though, ignore the hardened ones
