Forget about the Mini Vans..Use what there is already the from old Baht buses. as we did years ago when the bus from Bangkok came to the begin of Beach Road and the Baht Buses were there waiting to take the passengers were they wanted/needed to go. In those days for 1-Baht. (that were the good old days) that's why they were called Bath Buses.
