When you become a shareholder of a JV, you don't receive money, you invest in his capital. Furthermore, the JV has effectively been created. It is not a secret operation, the JV must be registered, and Joe has not been a shareholder of the JV. Finally, there is no evidence this JV has been involved in anything illegal. It is also not evil per se to partner with Chinese companies. Thousands of JVs with Chinese companies have been created, included by Trump.
