The problem with imposing tariffs on a large number of countries at the same time, is that you find out that a large share of your exports are subject to retaliatory tariffs, while the other countries are only taxed on their exports to the U.S. Exports to Canada and Mexico represent 34% of U.S. exports. Exports to Canada, Mexico, China, the EU, and UK represent more than 60% of U.S. exports!
