If it finds none on the passenger list through public request (offer cabin upgrade?), then it doesn't depart? If not having a CPR qualified professional among the cabin crew, maybe offer a high ticket discount to get one on board as a passenger. If none but you were a passenger, would you decline to assist because you're not a qualified professional?
