But when he was apprehended in New York by NYPD, the NYPD released him before ICE could detain him. Further alleged crimes subsequently committed by Jose should have been followed by detention by ICE but there appears to be lack of communication between "local" police and ICE that interferred with his detention by ICE. -

Not exactly. The issue is that under the Constitution undocumented immigrants that enter the US (vs documented immigrants entering through US border checkpoints) are guaranteed Due Process of Law. Due process requires a judicial finding of guilt or innocence, ie., under federal laws. Federal laws have jurisdiction over state laws. Which is why there is a separate judicial system within the US Department of Homeland Security to adjudicate an undocumented immigrant's entry into the US. It is why the U.S. Immigration and Customs Enforcement (ICE) has the authority to detain undocumented immigrants found in the US for such adjudication. -

With bipartisan support from GOP Senators! Credit to the Democrats AND POTUS Biden. But Trump told House GOP to reject the bill because otherwise Trump had no campaign issue against undocumented immigrants. And the House GOP majority did reject the bill. -

That's all very well and logical acquisition for Thailand but what about the downpayment and obligated installment payments Thailand is making to China for the submarine? Will Thailand be reimbursed for its downpayment and installment payments already paid for the submarine be refunded, diverted to other military armaments such as the frigate or purchase civilian products that can be used by the Navy? I suppose we might not know until the next budget review. -

Oh I agree. But practically how does an airline predict that one or more of its passengers will be a CPR qualified professional for an overseas trip? If it finds none on the passenger list through public request (offer cabin upgrade?), then it doesn't depart? If not having a CPR qualified professional among the cabin crew, maybe offer a high ticket discount to get one on board as a passenger. If none but you were a passenger, would you decline to assist because you're not a qualified professional? -
