The text should read:
If the employee is not working in Thailand...
A work permit application is signed by the employee, not the employer. What I mean by this is that it is the employee's signature at the end of the application, not the employer's.
As you will not be present to sign the application your potential employer is asking for your authority to sign on your behalf and make the application for you.
Therefore it is your signature the company wants notarised.

When I look online I find two addresses for this company, neither of which are the address you supplied.
You need to ask the company for a copy of their "DBD" company document. If we have that then we can advise you further.
This document is something all companies have, and they will find our multiple copies each year. They should be able to send you either a scan or photos of their DBD very quickly.

I know the OP states tourist visas but it also says 90 days - as far as I know there are no tourist visas that allow a 90 day stay.
There is no nationwide change. There may not even be any change in the OP's office.
The photo in the OP specifically mentioned tourist visas, rather than 1 year multi Non O visas.
A very limited number of countries such as Argentina get 90 day visa exempt entries, which explains why the photo in the OP mentioned 90 day tourist entries.

Each office interprets the rules differently. Bear in mind that the Non O Multi is valid for 1 year but allows 90 day stays. Some officers may interpret that one way or the other.
The photo in the OP does specifically mention tourist visa, so hopefully you will be ok.

Yes, other members have confirmed that this was their experience. The Elite visa is a bit of an anomaly in this regard.

5 year driving licenses are available to foreigners, but you must have a 1 year extension of stay based on retirement, marriage, work, etc.
If you have a 30 day, 60 day or 90 day permission to stay in Thailand then you can only get a 2 year driving license.

@lamyai3 I think you misplaced the decimal point one place. I make it 3.8 million. These would be the Non L-A category for migrant workers rather than the Non O-A category for retirees:

I was aswell, which makes me rethink my previous statement. If the OP needs a certificate of residency from immigration then it might not be especially convenient for him.

Each country issues their own. In Thailand the DLT will only issue of your have a 5 year license. 2 year temporary licenses cannot be issued with an IDP.
