Chalk this up to, well, general incompetence. Yes, another in the long line of "Generals" here. Invoking an edict - was it even Gazetted? - and asking the Police to enforce it overnight is preposterous, even for Thailand. That said, DTAM licenses are available, quite a few Thais applied yesterday, the filing fee is 20 baht. The license fee is 3,000 baht to sell, and 1,000 baht to "process". Requiring a license seems reasonable to me. In a way this is sort of good news as it points out some of the procedures which need to be covered in the Cannabis Control Act. Cannabis activist Kitty Chopaka pointed out that 7/11, among many other retail outlets, has a bunch of Cannabis-derived products for sale, and yet they haven't applied for a license to sell "herb-derived" products.

Thanks for this. I'm shocked these people are risking so much for so little. I'm hopeful that Berner is unaware of this activity. It is illegal to export California cannabis to other states, and obviously to other countries. And, as I know realize, they are taking standard grade cannabis, then repackaging it here. (You can find Cookies blue bags for sale here.) This does great harm to these brands, is illegal and risks their CA licenses. And it does great harm to local Thai growers.

I quoted the price on Cookies web-page. I used that because I saw Cookies brand strains (specifically Ice Cream Cake) for sale here. https://cookiesconnected.com/product/ice-cream-cake-strain/ Yes Cookies is on the high end. Yes there are many other U.S. brands sold here...Glass House is ~ 3,000 for a pound. Stiizy is on the high end too. Thais in the U.S. are buying name brands, in eigths and oz's, not pounds, then shipping those here. Although the siezure yesterday at Suvaranbhumi looked like one pound bags? Yes, I'll stipulate that there are cheaper alternatives available in the U.S. Just a few seen in the wild here photos...

From that Coconuts article... Thailand’s budding legal cannabis scene was reeling in confusion this morning after a new government order instructed police to arrest anyone selling weed without “permission” – despite the fact no such permission exists. The Police are said to be NOT HAPPY. Train Wreck...https://www.leafly.com/strains/trainwreck Thank goodness the cupboard is full.

As the edict was only issued yesterday there is still some confusion... But it seems like you'll need to register to 'process' and sell Cannabis. I think the fee is ~ 3,000 THB, maybe another 1,000 THB for something related. One Thai person said the process was easy, maybe 20 days for approvals. I think this will apply to both online and brick/mortar. Some talk of allowing online ordering and mesenger fulfillment (done now, "informally" of course), but that's not been fully defined. Oh I see that Coconuts article. Explains a lot, esp. why some dispensaries closed a few weeks ago.

Seeing a few interpretations of this new rule saying that what we call "flower" or "buds" are classified (now) as a "processed herb", and as such may be subject to new/different "rules". These "rules" might require "permmission" to produce, and sell. A plant currently growing is treated differently. A bit confusing. Just my current take.

"In public." "Not causing an annoyance." Yes, we know all this already. I haven't seen any mention about "foreigners" being subject to different rules/laws. Can you elaborate?

Red Thread, Gold foil, Red foil, what’s the difference?
bamnutsak replied to Mdang91's topic in Thailand Cannabis Forum
Yeah, there's no Appellation d'Origine Controlee for dirt weed. It's whatever color wrapping paper was left in the store, and the thread thing is just beyond silly. -
If you have a larger operation, let's say 6 - 12 per cycle, then you'll have a lot of trichome-laden trim. That can be processed by screening or bubble (ice water - Frenchy Canoli) methods. Both screens and progressive bags are sold on Lazada, and by the usual 420-oriented retailers. Thai strains aren't going to be that great for making hash, and there is a limited market here. And I wouldn't waste decent flower to make hash. Did I miss something? Is recreational/personal use now illegal?

Bangkok police was checking for weed
bamnutsak replied to problemfarang's topic in Thailand Cannabis Forum
Can you describe this "stuff"? It seems strange for the police to confiscate materials, then require the tourists to come to the station to pick it up? Would be nice to know what the piece of paper said? Found one short video from @Bescry, seemed innocuous. No mention of cannabis. Mole-hill. At best. -
This new edict was issued yesterday by a permanent secretary in the MoPH. Honeslty not sure what it means as it asks the Police to enforce new restrictions, including "Selling without permission". Many Thais seem perplexed by this edict. And the Police seem confused as well. Some contend it applies to importing Cannabis, by banning that for scientific or comemrcial purposes without permission. Perhaps to rebut excuses used during yesterday's siezure at BKK? Google Translate: excerpts The contents of the book signed by Mr. Narong Saiwong, Deputy Permanent Secretary, Ministry of Public Health. Head of the Medical Development Mission Group acting on behalf of Permanent Secretary, Ministry of Public Health Department of Thai Traditional and Alternative Medicine, dated July 26, 2022, sent a letter as urgent as possible to the National Police Commissioner. prosecute those who do not request permission to study research or exporting controlled herbs or selling or processing controlled herbs for trade notify the National Police Together with the competent officials under the Act on Protection and Promotion of Thai Traditional Medicine, B.E. the following cases 1. Not asking for permission to study cannabis research 2. Do not ask for permission to export cannabis 3. Do not ask for permission to sell marijuana. 4. Do not ask for permission to process cannabis for commercial purposes. Will post more analysis if I see it. https://www.bbc.com/thai/articles/cqegg609n18o?at_custom2=facebook_page&at_custom4=3170A3D0-0D52-11ED-9C71-9F0D933C408C&at_custom1=[post type]&at_medium=custom7&at_campaign=64&at_custom3=BBC Thai&fbclid=IwAR1yJgshSRvydZmAA9tDttsAAiUhpbX1gWeppSzmBYzH91NjHBranMQ7lvc

There will be countless controls, rules, laws and regulations, both in the near term, and as a result of the Cannabis Control Act. They've already issued orders re: age 20, pregnant women, not annoying the public, no cannabis in schools, halls of justice, Army etc. A new order was issued yesterday, although I can't interpret it. So it's a bit of a wild west show now. Regulating production, product safety, distribution, marketing and sales, tax collection seem like keys to me. I'm no fan but you've got to admire his tenacity. Many would have caved by now, with pressure from religious groups, and doctors.

He can be seen on video saying that the invoice says "Bubble Bath". He's a BJT player from Buriram, heavily invested in the Cannabis industry here; an old Thaksin crony. And not the first shipment, curious why this was stopped. It was reported in the Thai media that it was 9.5 Kg, so Twenty-One One Pound packages. $4,000/lb in the U.S. (Cookies price, plus CA taxes), gets sold here for 700 - 950 per gram. Widely available online and in shops, for now anyway.
-
I have physically examined several in person, and viewed a lot via LINE stores. They are in original packaging, with valid control codes, and California triangle. A package was intercepted yesterday at Suvarnabhumi. So just stop. These importing efforts are being managed by powerful groups/people. You can even find vape carts/disposables from the U.S.
-
Yes, illegal to export from the U.S. Import into Thailand may be possible if following allt he regulations. The chap who got clipped yesterday at Suvarnabhumi (9.5 Kg/21 pounds) had the package labelled "Christmas Decorations". Yes, most of the quality cannabis here is domestically grown using imported seedstocks. But there is quite a large amount of Cannabis illegally imported from the U.S. being sold here. Mostly from California and Washington state. I've seen a dozen + brands here (Cookies, Connected Cannabis, Stiizy), and it is marketed as "imported" with per gram prices in the 650 - 900 range. I assume cohorts in the U.S are legally buying pounds, say from Cookies ($4,000 plus CA taxes which are ~ 17-ish %), then air-freighting those to Thailand. There is a glut in the U.S. and a pent-up demand market here, able to resell ultra-high quality flower.

Yes, I understand how hash is processed. I was merely exercising an opinion on how the authorities might view such a product. I haven't seen any retail outlets offering it. I'd even put something like Live Rosin in the extraction bucket.
-
I think it would be considered an extract and therefore iilegal.

https://www.youtube.com/watch?v=aCQQHw9gNnE I think they guy who got caught is a member of the Bhumjai Thai party. Mr. Julapas Kruesophon is considered an important political business maker of the Bhumjaithai Party. Play a key role in driving the party, both taking care of the party and filling the political game with ammunition. Was commissioned to be a leader in the development of the Buriram model. Expanding tourism with cannabis policies before turning to a full-time marijuana capitalist Both operating a giant cannabis company in Thailand and creating a small brand of cannabis for sale as a franchise. It is considered an important piece on the political board of Ban Yai Buriram. Because in 2018, the Pride Thai Party was launched Mr. Tom is great. As a political super-connector who is a close friend of Thaksin Shinawatra and Khunying Sudarat Keyuraphan, it is the Bhumjaithai Party's branding strategy. maverick ready to be friendly to all parties Before the party leader joined the party to shake hands with the party leader who had a coup and raised his hand to vote "Prayut Chan-ocha" to be the current prime minister.

There is a lot of cannabis which has been imported from the U.S. to Thailand. You can find it quite easily on FB, and LINE. I am fairly sure that this is illegal to export from the U.S., and is illegal to import into Thailand. It seems like someone got caught importing (air freight I assume) 9.5 Kg at Suvarnabhumi. And this case caught the eye of commission chairman Supachai Jaisamut. I think he gave a brief presser today on this matter. Supachai, a member of the Bhumjai Thai Party list, as chairman of the Extraordinary Committee on the draft of the Marijuana Hemp Act, pointed out that it is illegal to import "flower bouquets" of marijuana into Thailand. https://www.thairath.co.th/news/politic/2455621?fbclid=IwAR1GzivqzaSeFzajazuB-3tR1yoYwZOZvnRKAGC0paNS0ZFwC88CZoInhKo Customs has filed a complaint against "Tom Krue Sophon" for illegally importing "flower bouquets" of marijuana into Thailand. July 26 : from the case that Mr. Tom Kruea Sophon recorded a clip of importing cannabis bouquets from the United States into Thailand and said that he could order and show the documents for shipping into Thailand. Recently, the Director-General of the Customs Department revealed that the Customs Department officials at Suvarnabhumi Airport A product was detected indicating the recipient's name was Mr. Tom. which falsely declares that it is a steel product But from the investigation, it was found that 9.5 kg of marijuana was considered an offense against two laws, namely the Plant Quarantine Act and the Customs Act. Prepare to send information to investigators. for further legal proceedings.

Yes, some nine million Thais registered as (potential, not claiming all of these have a solid business plan) growers via the PlookGanja app/web site. I feel (right now) like personal use may survive, but with quite a few restrictions. Of course if someone goes on a murderous rampage and they are said to have been high on Cannabis then we can kiss that goodbye. The CCA simply empowers the formation of other control mechanisms, from a few dozen government agnecies. At least that's what a version of the first draft I read said. It is then up to those agencies, boards to issue regulations on anything from seed to sale and beyond.
