I can say with absolute certainly that labor costs are generally not the biggest expense in US manufacturing.
But they are generally the easiest cost to control.

I don't think there are any real factory-fitted modifications. The stuff you pick from the "accessories" sheet are typically all dealer installed options (DIO)
Whether or not one would get caught is not the same as not qualifying.
