IME most dealerships don't deal with crash repairs, you either go to a body shop recommended by your insurance company or source a reputable local shop, I did the latter on a family members recommendation, YMMV

Not unusual at all where I live. All my marriage extensions are sent to the regional Immigration office in Khorat to be signed off after submission to my local Isaan IO. Been the same procedure for 17 years. -

Preventative measures, laughable. There is no such thing as preventative maintenance in Thailand, everything is run until it breaks and is then repaired at vastly increased cost. -
All of it is a continual waste of taxpayer money because every attempt has ended in complete failure. As sandyf has pointed out it can be done but there is no joined up strategy in Pattaya to solve most things, it's all knee jerk reaction.
