There are red flags for me. 1 is that my email address is in capital letters in the one I received but of course email addresses are in lowercase. 2 it mentions people residing outside of Thailand. As we know any forthcoming taxation is for foreigners residing IN Thailand for more than 180 days. This may mean any scammers who aren't fully conversant with what the proposals are, may have let them down. Also contact the Ministry of Finance and ask them have Kasikorn been asked to get this information.
