i could be on those flights if the COE was so hard to allmost imposible to complete within 3 days (from the day they announced on 28 july ).
i have been spending allmost 4 days busy with this COE document, and everytime there is another issue. now, after booking my flight , hotel, and paid insurance, i got this message from the thai embassy (which does not answer the phone nor emails):
Royal Thai Embassy, has rejected your registration/application.
Due to 1. You must select your hotel under "SHA" category. 2. You must upload a SHABA reservation certificate from the hotel in the designated section. Please consult the hotel to obtain the certificate.

So just to clarify... you are saying that the hotels are now adding testing fees as a separate charge, and that separate charge will have its own receipt, and this is what the OP will need to upload for his COE? Correct?
are you asking me for clarifications? all i can share with you is my royal hedeach.
here for example is the answer i got from the thai embassy, after downloading paid reservations for hotel and flight...the flight about to leave sunday and will have to be cancelled now:

And in case of a Positive PCR test, hospital , etc, etc, at your own cost
this acctually makes sense to me, but first, how do they want me to fly to thailand if
they make it so hard?
here for example is the answer i got from my embassy today, after downloading paid hotel and fligh ticket, and insurance. only now they tell me i need to get some kind of SHABA certificate....so now i am going to cancell all i paid for, becuase it will not be ready for sunday:

Here is your answer:
From the official Phuket News Article:
- Proof of payment for accommodation and RT-PCR testing by specifying a period of stay of not less than 14 days in a hotel or accommodation which has been registered according to the Ministry of Tourism and Sports and Tourism of Thailand.
https://www.thephuketnews.com/phuket-sandbox-rules-tweaked-80505.phpyes, well, the thing is that i wanted to fly this coming sunday.
paying for the hotel is no problem, can use card on the web site,
but paying for the PCR testing need to be done by bank transfer, which takes few days
so why telling us about it only few days before the grand openning?

The way I understand it you're sort of dependent on your hotel to do this for you, make the test arrangements for you, for which most hotels are charging 8,000 baht (3 tests, first at the airport). It was something that was sprung on the hotels at the very last minute, but some hotels are able to cope with it and others aren't.
Bigger hotels have seemed to have a better handle on this than most smaller hotels. But all the hotels are signed up to be SHA Plus so now is a good time for them to figure out what they need to do pronto or their customers will drift away to other hotels that have their act together.
indeed i called few hotels, some knew something others had no clue...but anyway
it is one big hastle...propably i will not be able to fly soon as i planned.
one hotel sugested that i will TT the money to their bank account...but it tkaes 3 business days for an overseas transfer...so they said no worry, just show us the bank slip and
we will make the invoice for the COE...but i am worried

a brand requirement was added by thai authorities just yesterday - need to show proof of payment
for 3 PCR tests (for the sandbox phuket arrivals).
but it is not clear where do i get this proof of payment, and the chance to pay.
my COE is allmost complete with an air ticket for 4 july, yet the COE cannot be completed without the
proof of payment, the COE website says : contact your hotel...but the hotel do not know either
and say: email reservation....what do i do now after paying ?

oh of course. that is no secret at all.
but it is not a thai thing, it is an asian / chinese thing.
they are known to be control freaks. and this covid situation is their
dream come true. control all movements and hickups in the name
of a tiny virus.
could be funny if they did not destroy the whole economy on their way.

indeed i am going to call one of those hotels to see how it goes.
i also emailed thai embassy and called many times, but they do not answer
if i will not get a clear picture by tomorrow i will cancell my trip
just called one of the SHA+ hotels and they do not know what i am talking about
and asked me to email the reservation department.
so only tomorrow the reservation officers will come back to office and if they
are not hangover from last night they might find my email.
from the embassy there is no reply.
so the conclusion is that they expect me to buy an air ticker and hotel room, without
being sure about how can i get the PCR tests payment in advance...

no, becuase i must buy a flight and hotel room first, than the embassy will approve my COE than the hotel should contact me to talk about those PCR payment - and all this must be done when i plan to fly on sunday 4 of july...now i am sitting and thinking
if to risk my money (becuase once the flight is paid the money will not be returned)
and all this becuase of this stupid PCR receipts...
cant they trust us to pay for them cash in the hotel?
i am seriously thinking about cancelling my plan.

compare all this maddness to the entry requirements of spain (no need for PCR test, no quarantine) or portugal (only need PCR test) or PANAMA (Can do PCR test at airport on traveller expense, price 50 USD. if found positive quarantine is ON GOVERNMENT EXPENSE !) and
see why thailand is going to lose many more tourists.

So 4 paid tests in total just to go on holiday. No thanks
and you have to show proof of payment for those tests in advance, in order to get the COE.
and to get this proof of payment (with prices twice the normal price in europe ) you need
to be contacted by your hotel first, and ...well, how can you book a flight when so
many things can go wrong?

indeed . i am learnning it the hard way now, as i am about to cancell my planned trip because
of brand new regulation the authorities just added yesterday - need to show proof of payment
for 3 PCR tests (for the sandbox phuket arrivals).
the problem is not so much the exaggerated amoung - 8000 baht for 3 tests that
would cost half this price in europe and U.S. - but the fact that it will take few days to
get the paper -and how can you do it when the flight is few days away?

Contact your hotel. They - not Agoda - have to also issue you the SHA+ certificate. Yes, 3 tests for vaccinated people is overkill, but the cost isn't out of the ordinary. The cheapest I've found in Bangkok for a PCR test (needed before I flew to the US) was 2700 for one.
My attitude is anything is better than 14 days locked in a room.
MY worry is that i will not be able to get all the documents right, than my flight will be
cancelled. i was hoping to fly on 4 july - how naive of me.
i had to see it coming.
the hotel will propably take one day to come back to me, than the COE will take few more
days...and who will lose his money if not all ready on time?
me of course.
i think i better wait it out. when they will see how few people coming - they
will ease their restrictions, no tourist will want to come with all those measures, when
countries around the world are openning to travel.
even singapore announced today it will treat corona as anoither flu. from august.

The cost for the 3 tests is 8000 baht at most places.
8000 baht for 3 tests? that is a lot !!
and how do i pay for it? on agoda.com or what?
i think i will cancell the whole trip now.
those bastards are just tripping on us,
they still live in the dream that thailand is a green country..
or just trying to milk any penny out of any tourist.

If you entering visa exempt to get a 45 day entry you only need the covid 19 insurance for the 45 days.
You can get 60 days here: https://www.tipinsure.com/CovidRegional/product_detail
thank you so much. the link you provided acctually work !!
and what is i buy the 30 days insurance? will it be sufficient for the COE sandbox
for visa exempt?
-
to be honest, i never had any travel insurance. whenever i felt sick i bought a bottle of fire water
and it was fixed.
but i need to show one for the COE. i want to use AXA thailand travel insurance.
does anyone have experience with that?
will i be able to cancell it in case that my flight is busted? COE problems ext.?
and what if i will but it for a period of just 45 days - will they accept it (for COE only)?
