The silver car in the first photo is not the same as the black one in the second, with the damage to its left hand windscreen. So maybe he WAS looking at the black Mitsu coming up in the right hand lane.
They used to say that if the pedestrian had one foot on the Zebra they had the right to cross and the vehicle must stop. But if the driver is only given a second or two to stop, serves the pedestrian right.
What I can see in the photo is him running to cross the road, into the path of the oncoming vehicle, whilst looking backwards to his left.

Some cars do that automatically eg Volvos.
Turning lights on in the daytime, or without a shirt are the least dangerous driving offences on these roads.
