The damage on the outside of the building appears to be coming from neglect either by the tenant above for the balcony drainage issue and the water off the roof issue as a building issue. This is a huge red flag that neither were fixed by the building as in a condo typically the exterior envelop, meaning outside walls, windows, roofing major supply equipment etc are master entity items and funded by your condo fees. Repairs can be done fairly easily but if the managwment of the condo is lacking, which sounds to be the case, then that aspect wont change and the building will continue to degrade affecting your investment and lifestyle and you will have very little recourse for correction1
