Haha, this is so Thailand. To apply for an ELECTRONIC visa you must be PHYSICALLY LOCATED in a certain country. This is ridiculous. -

You don't extend a tourist visa for 60 days, only for 30 days. -

UOB is way behind the top Thai banks in terms of branch and ATM numbers and accessibility. On the positive side, they seem to willingly open accounts for foreigners, but with an initial deposit of 50,000 baht. -

As I posted, Bangkok Bank and Krungsri don't charge cash advance fees.

We're talking about how to avoid the 220 baht ATM fee. That's totally possible with a cash advance.

There are no fees at Bangkok Bank and Krungsri (Mastercard only).

I've used this service. It's called "cash advance".

They usually don't give sh*t to people of retirement age, because they have all the rights to stay in Thailand long-term. Younger folks is a different story.

That's their current policy now. I managed to open an account on a tourist visa around two years ago, but that is no longer possible.
