My guess is that the Thai government is forcing this, perhaps indirectly. I can't imagine Paypal coming up with something like this on their own. It is probably being done to force the informal economy to use banks for payment processing since the government already can closely monitor banking transactions. Perhaps current laws aren't sufficient to allow regulators or other government departments to monitor transactions that don't involve a Thai bank. Putting a bank in the loop may give such oversight. Could also be outsourcing KYC to entities with more resources and credibility with the government.

There is always a risk in eating raw shellfish, but with respect to Thai oysters, the presence of vibrio is of concern because of the high water temperatures and low salinity in the areas where they are harvested compared with oysters from cold water sources. I like raw oysters very much, but will pass on locally harvested ones. I know others have no issues, but my risk tolerance is low when it comes to possible food-borne illnesses.

Was the reading of 117 taken in the morning after fasting overnight? If so, possibly pre-diabetes. Have an HbA1c test and see if your long-term glucose levels are within acceptable levels. Also take a glucose challenge test to see if your blood glucose levels spike. If you discover Type 2 early and change diet and lifestyle, Type 2 can be reversed. Even if it is too late to be reversed, it can be managed to keep it from progressing rapidly and thus delay the very serious effects of this disease. -

If you use your computer to log on to the Chase website and you get the "this device is not recognized", you should then be prompted to select how you wish to verify your identity. If you choose to have the verification done via your phone, Chase will send a message via the Chase app. You then simply select the "yes, it's me" option in the open app and then the browser on your computer will proceed to log you in automatically. That's how it works for me in any case. You can of course use the app to transfer funds domestically as you mentioned. -

When shopping at Big C they sometimes apply a discount at the time of purchase. When this has occurred, they ask for ID. Usually, Mrs. Shrdlu produces her ID card. I used my pink ID card to register for membership at Big C, so I suspect it may work as well (they did not accept my Thai DL to register). This may be part of an anti-fraud or employee dishonesty measure.

I opened a Chase account a few years ago while in the US and used my Thai address and phone number. Instead of an SMS OTP, the few times I've been asked to verify a purchase with my debit card, it was done via a message in the Chase app on my phone. I have also logged in using my computer and have also gotten the "we don't recognize this device" message. It has been a while since I've received this message and I don't recall if it was resolved by responding to a message in the Chase app or whether Chase sent me an SMS, but Chase had no problems in my case with my Thai address and phone number. Edit: I just forced the "we don't recognize this device" my using a different browser. Chase sent me a message via the Chase app on my phone to verify. There was also an alternate method offered, but I did not go that route. Not sure if the alternate is SMS, email or something else. -

Having made cannabis legal has perhaps lessened the need for the money-laundering services of casinos. Whether casino gambling comes to Thailand near term will probably depend upon whose support is needed to form the next government after elections next year.

You will probably find better coverage and higher limits available from non-Thai insurers. You would also have better consumer-protection laws and a better insurance regulatory environment in Australia compared to Thailand. Many of the inbound Thai travel policies were tailored to meet the now-defunct Thailand Pass requirement for entry. The limits for medical expenses provided by these policies may not be sufficient to address a major accident or health event and some don't provide medical repatriation expenses and other typical travel policy coverages. My suggestion would be to find a good insurance broker in Australia and discuss your specific requirements. A broker can also explain coverage differences and claims-paying attitudes of insurers. It used to be fairly common for law firms to provide nominees for foreign investors in order to stay on the good side of ownership restrictions. Few will do so nowadays as technically it is not legal. There are ways to protect yourself from the majority shareholders doing anything against your interests, although I'm not sure they are ironclad. A number of law firms here are managed by foreigners or have foreigners in their employ. Have one of them take a look at what your lawyer has done and see if you need to do anything else to protect your interests.
