Everyone who has it should ask himself. Do you really volunteer? Do you know the name of organization you volunteering for? Do you have work permit? Did you go in person to Immigration office to obtain the visa?
Last months my friend was refused 90 day report in Chaeng Wattana with this "Legit" visa, they started ask too many questions and told him to go to immigration office where this visa were obtained (somewhere in Isaan). I asked my friend in immigration, he said better to pay 2000 THB later, when time will come to extend it, than do anything now.
It is common practice to use the same visa agent to do you 90 day reporting as well as they will apply for it in the same province that your visa was obtained from.
All of the other concerns you have mentioned were not the reason why he could not do his 90 day reporting.The advice of not doing the 90 day reporting is bad advice, he should simply contact the original visa agent, and have them file it for him so he does not run into any issues. Most agents make this a very easy process.
Or like @DrJack54 has said file a TM30 so that he can do his own 90 day reporting.

The simple answer here is that any visa applied within Thailand requires a VALID entry stamp (meaning you have not exited yet).
In the case of a new passport, you would have have documents linking the new passport to the older passport with a valid entry stamp.
But in this case both of the passports have no valid entry stamps, so no visas can be obtained from within Thailand.
Like @ubonjoe stated your easiest option is to just take the 45 day visa exemption, and then convert back to marriage within Thailand.- 1

He could try contacting a visa agent, and have a courier pickup the documents from the lobby, and have them apply for his extension.
Or like others have suggested entering on visa exempt, and trying to start the process after quarantine. -

Who would actually send in their valuable passport many days or even weeks before necessary? absolutely absurd!

We have stated multiple times that we are NOT offering the service you requested anymore for the price we advertised over a month ago (November 2nd - November 25th).
You can claim it was bait and switch, but this is not something we intended. We simply stopped offering it, and we did not switch the price while we were advertising the older price.
Our promotional price simply ended, and we decided it was too much trouble offering these services at the initial price we advertised. We stopped doing this after our advert on NOVEMBER 25th, and continued to honor the 3,500 THB price for thaivisa.com members until December 14th (when our sponsored advertorial on TV ended).
As an agent things get harder when the holidays come around, and this is something you should consider in the future (if you decide to use any agent).
I am speaking generally as we do not know who you are, and we have to communicate with thousands of people every month.
You may be better suited to seek a smaller agency as they will hold your hand through the whole process, but you may also expect higher prices.We only monitor clients that already submitted through us, or are an existing customer. In those cases we will monitor all dates, and case history, and ensure they never miss a date.
Our system is simple, you get a quote right before you submit, pay and submit, we provide a contract with a gaurentee, and you get your visa.

We are sorry it no longer makes financial sense to use us for this service under standard cases.
Our fee will remain 3,500 THB + 1,900 THB = 5,400 THB if given enough time. There is a late fee of 2,600 THB (plus overstay days if applicable).
It's only 8,000 THB if you don't give us enough time to submission, and you should not allow this to happen, we need 1-2+ days (depends on time of day we get the passport) before expiration. This is especially true for us because of the upcoming holidays, as everyone has waited until the last minute so our staff is working very hard.
Our core services are long term visa services. This is just something we were trying to offer initially at a low price, and it became no longer possible for us to maintain the 1,500 THB + 1,900 THB price (this also included our courier service if in bangkok for free).
We are sorry for those that got caught in the middle, and did not regularly inquire about it since we posted that price back in November. It is not something we will be offering again at a 1,500 THB service fee, and i think it will be pretty hard to find another agency willing to do it for that price.
Feel free to share any other agencies that are offering this service for those prices. If not it still makes a lot of sense to submission on your own. As it is currently a painless process because of the great appointment system/service in bangkok. -

If you are inside of Bangkok it is relatively easy as you can make an appointment online, and we have not heard anyone getting rejected under normal circumstances.
If they have a more difficult situation then they may use our services, and get a full 60 day stamp in one go.
Our price is only 8,000 if you come to us with no time to process your case, we need a few days.
If you come to us with only 1 business day left for us to handle everything then we need to rush it, and that costs more. Like with everything involving visas, you should always give yourself adequate time to apply, and this is double true when using any agent as it is adding an additional step.- 1

We NEVER change price if passport was picked up, or sent to us under recent price agreements.
While some agents may do what you have mentioned, this is definitely not how we operate. This is why we always confirm the current price / process before obtaining passport. Just like @eppic has explained he inquired at one date, and time passed, and then assumed the prices would all be the same, and decided not to submit with us, and more time passed, and the case became a rush case, and our price to accept that case went up. (at no time did we have his passport)
We will ALWAYS honor prices agreed upon when sent on time, and under the agreed amount (even if circumstances change, and we end up going red in the situation).

We did not intend for that to happen.
We wish we could have kept the price at 3,500 but it was impossible.
We even honored that price for those who already submitted, and paid us even-though we were losing money.
How many days did you have left when you finally decided for us to pickup your passport?

The good thing about this time is that you can apply until Jan 29th, giving you until March to see what happens.
This will be a less chaotic than when the amnesty was ending, as you will know the answer well before your visa expires.
This will allow everyone to properly plan their extensions if it is extended, or if it is indeed discontinued.

We wish we could offer the same price we were advertising back in November but this is not a service we are really pushing.
While we can still do it the cost on our end has increased.
We advise applying on you own for 1,900 THB if possible, and closing the loop on your own as you have suggested (if possible).

We have had many positive reports of individuals applying for the 60 day extensions on their own, which is what we currently recommend doing.

We honored the 3,500 THB rate from November until December 15th.
The rates have increased on our side so we have had to increase our prices for this service.
(We have not advertised that price for quite some time now)

If applying last minute, then the price would be higher, or if the situation is more complicated like you used another agent for a medical visa then it may be higher as well. -

It is up to the officers discretion.
They will either provide the 60 day extension, or simply send you back to the agent to assist you.
The agent should also be able to assist you with a 60 day extension as well (you can shop around). -

It would be up to the officers interpretation.
But the start date of your extension should start from March if you took the 60 day extension at the end of January January.

For retirement we charge 14k, and this includes us doing all your reporting, and ensuring that you never miss any of those dates (reporting dates, visa dates, and passport renewal dates).

You should be able to apply for a 60 day extension until Jan 29th (after that they have stated that these types of extensions will no longer be possible).
After that point it may make sense for you to contact an agent to assist you with your yearly extension of stay. -
Normally the maximum amount of days before the expiration is 45 days.
So in your situation you are asking if you can extension well over 200 days before the visa expires.Is there any reason why she doesn't just reapply for the visa in her home country?
If you have a good reason then maybe you can contact an agent.

Many agents can service 100% via post, depending on the circumstances.

Glad to hear that you are surviving the quarantine process.
You should be able to apply for the 60 day extension based on section 5 as long as you apply on/before Jan 29th.
However we have heard of some officials pushing people to the 30 day extension.
