The Houthis claim things, you take their word for it, despite shipping companies and Western governments saying otherwise. That's nice. Also, what you're basically suggesting is to accept a situation in which whenever the Houthis feel like, they are at liberty to block international maritime trade, in international waters. You 'accept' this because it suits your political stance vs. Israel. If it was a different situation, I'm pretty sure you'd claim otherwise. As for 'lack of enthusiasm', there are several countries involved, not all with military assets in the region. Given that so far things have not got out of hand, it's an appropriate scope. If the Houthis push things further, other countries will join in or add to the diplomatic pressure applied. As for your last bit - I don't think anyone but you really envisages an 'invasion'.

We pay every year. First year we got a letter, ever since Mrs. Morch pays beginning of the year. 2 rai and a house, in a village but within city limits - about 50-100 Baht. BiL got a 5 rai plot in the area, didn't pay for 9 years, got a warning letter (to parent's home...) that the 10th time will be an extra fine. Young SiL panicked and went to pay...300 Baht. Maybe different downtown or high value properties.

Maybe you'd like to reference how things were in Yemen a few years back. This forum was full of people decrying genocide, crimes against humanity, atrocities and so on. There are no pretty wars. People choose what to get 'upset' at.
