  1. It's odd that the Google search I made, "bank employee stole from customers accounts" (without specifying a country), shows nine out of ten results being from countries other than Thailand.

You can do it either way, but don't worry about it, phone systems automatically recognise the correct number as do institutions requesting a phone number, their personnel also know that the zero needs to be dropped when preceded by a country code. Many use this written format, +66 (0)12 345 6789 for a Thai mobile number.
