You must have been in some pretty old taxis, then, as they've been standard fitment by the manufacturers for many years and removing them makes no sense. Why would a taxi owner, or a taxi co-operative, want to remove those belts from their vehicles?

Where did you get the idea that "paying a large sum" will get him transferred to Spain? After serving a proportion of a prison sentence normal arrangements with other countries allow the transfer of detainees to their home countries, payment is not required. He will be tried in Thailand.
