He wasn't charged with "manslaughter", he was charged with reckless driving casing death and eight other charges.

He had bought the bike, that was widely reported and confirmed by the seller, a dealer.

That's because it had been confirmed that the bike was not impounded, he had bought it from a dealer.

The defendan, Pol Lance Cpl Narawit Buadok, will now appeal, apparently hoping for a lighter or suspended sentence. Earlier report stated that he will not appeal but it's apparently inaccurate.
