  10. Finding him is not the issue, getting him from wherever he is to Thailand legally is the issue. No other countries have any interest in him and the RTP have no jurisdiction outside Thailand.

  14. Heard of extradition? Heard of how extradition works? He has to be arrested first by the authorities of the country in which he is located but, so far, no country has shown any interest in doing that for a reckless driving charge.

Yes, there is but, obviously, you have no idea what Interpol notices are. They are advisories to member police forces, that's all, If the authorities of the country that he is in do not wish to act on the notice, no one can force them to arrest him and no one has the power to have him "brought" home unless he is arrested and extradition starts.
