    The low bass notes.....the most intensely annoying ones......lose very little energy as they travel. Energy losses occur where there are regions of compression and rarefaction .....low frequency notes have few of these compared to high frequency notes.

    The pressure valve? That would explain why upstairs is okay....greater back pressure. Take the cover off the pressure valve, using an OO hammer give it a good few taps....spray with ant killer and then lightly oil. Good luck.
