PS Do not get confused by ads describing digital TVs, they are not "smart TVs". Although, Smart TVs are digital.

We are out in the sticks and use 3BB for internet. We also use a GMM Z HD Smile Plus box for free Thai satellite TV channels.

No it isn't. He wife can go for him. All she needs to do is take a photo of him in bed/wheelchair. I see no requirement in the TM7 form for permission having to be provided though a simple letter in Thai signed by the Op wouldn't go amiss.
