  2. Picture courtesy of Thai Pilots Association. The Thai Pilots Association has made a public appeal to the newly formed government to urgently address key concerns affecting the aviation industry, including the controversial "Pay to Fly" scheme, the use of foreign pilots under wet lease agreements, and regulations regarding retired pilots. These issues, they argue, have far-reaching implications for both the future of Thai pilots and the country's aviation safety standards. "Pay to Fly" Scheme Burdening Aspiring Pilots One of the association's primary concerns is the "Pay to Fly" program, where aspiring pilots are required to pay up to 6 million baht for training and type rating certifications, a necessary step for securing job opportunities with airlines. The association pointed out that this practice imposes a heavy financial burden on new pilots, restricting access to the profession for many talented individuals who are unable to afford the exorbitant fees. "Many aspiring pilots are forced into significant debt, which adds to their stress levels and can impact their performance and safety. We need a balanced solution that ensures fair access to pilot training," a spokesperson for the association stated. The association has urged the government to reinstate a more balanced financing model, similar to those used in the past, where airlines or financial institutions provided support to trainee pilots. This would ensure that talented individuals are not sidelined by financial barriers and would help maintain a high standard of aviation safety. Concern Over Wet Lease Agreements and Foreign Pilots Another issue raised, again, by the association is the increasing use of foreign pilots by Thai airlines under wet lease agreements. In a wet lease arrangement, an airline rents an aircraft complete with crew, maintenance, and insurance from a foreign provider. While such agreements are commonly used to address temporary shortages, the association argues that this practice is harmful to local pilots and potentially violates labour laws. Thailand currently has over 2,000 unemployed pilots, and the association believes that allowing airlines to bypass them in favor of foreign crews is detrimental to the domestic aviation industry. The association also warned that this practice could draw scrutiny from the International Civil Aviation Organisation (ICAO), especially since Thailand’s non-participation in Article 83 of the Chicago Convention, which governs international leasing arrangements. "We recommend that the government support dry leases, where only the aircraft is leased without crew, instead of wet leases. This would create more job opportunities for Thai pilots and reduce the reliance on foreign labour ," the spokesperson added. The association also pointed out that allowing foreign pilots on temporary domestic routes could lead to issues with labour law compliance, potentially affecting Thailand’s standing with international aviation bodies. Exemption for Retired Pilots in Flight Instructor Roles In addition to the concerns over pilot employment, the association called for regulatory adjustments concerning retired pilots who wish to serve as flight instructors. Currently, these pilots are required to maintain valid medical certificates, even though their role is limited to simulators rather than actual flights. The association argues that since retired pilots only train new recruits in flight simulators, the need for medical certificates should be waived. By making this exemption, experienced retired pilots could continue to contribute their knowledge and skills to the next generation of pilots without facing unnecessary bureaucratic hurdles. The Thai Pilots Association's recommendations come at a critical time for the aviation industry, as it recovers from the impact of the COVID-19 pandemic and faces new challenges related to employment and regulation. They are urging the new government to take immediate action on these issues to ensure the continued growth and safety of Thailand's aviation sector. The association is hopeful that through government intervention, aspiring pilots will have fairer access to training opportunities, local pilots will have better job prospects, and retired pilots will be able to share their expertise without unnecessary restrictions. -- 2024-09-05 Get the ASEAN NOW daily NEWSLETTER - Click HERE to subscribe
  3. Picture courtesy of Ch3. A chaotic scene unfolded in the heart of Bangkok, on September 4, when a foreign man, later identified as a 38-year-old Indian national, went on a rampage at a hair salon in the busy Siam Square area. Eyewitnesses described the man as tall and large, dressed in shorts, holding his shirt in his hand, and walking barefoot as he stormed into the salon. Upon entering, he began walking around aimlessly before attempting to damage property within the salon. The staff and patrons were alarmed by his erratic behavior, with some witnesses suggesting he appeared intoxicated or mentally unstable. As the situation escalated, bystanders and the salon staff attempted to intervene by telling him to leave, but the man reportedly ignored their demands. The situation worsened when police volunteers stationed nearby attempted to apprehend him. The man tried to flee, running into a bathroom where he bizarrely wrapped himself in a black plastic bag in place of his shirt. The ensuing chase took the man out of the salon and onto the bustling streets of Rama 1 Road, where he was finally subdued, after a brief struggle with police officers. Fortunately, no one was harmed, and the salon sustained only minor damage. Reporters visited the scene of the incident but found that the salon's owner was unavailable for comment. A nearby motorcycle taxi driver, who witnessed the events, described the foreigner’s strange behavior, noting that the man had been wandering around Siam BTS Station earlier in the day, carrying a small wheeled suitcase and entering various shops. He eventually made his way to the hair salon, where his rampage began. After being taken into custody by the police, the man continued to display erratic behavior at the Pathumwan Police Station. According to the arresting officers, the man remained in a frenzied state, oscillating between moments of lucidity and incoherence. His condition made it difficult for the police to conduct a thorough investigation, including testing for substance abuse. The man was identified as an Indian national employed as a housekeeper for a Turkish UN official. Authorities have reached out to the man's relatives and associated individuals, but as of now, no one has come forward. Despite his detention, the hair salon owner has yet to file an official complaint. This morning, September 5, the suspect's behaviour became even more concerning when he began shouting in English from inside his cell, only to later strip naked and pace around the holding area. The officers in charge have not yet determined whether his actions are the result of drug use or a possible mental health crisis. The investigation is ongoing, with authorities awaiting contact from the suspect's relatives to assist in resolving the situation. -- 2024-09-05 Get the ASEAN NOW daily NEWSLETTER - Click HERE to subscribe
  4. UPDATE "Man in Frenzy" Truck Rampage Facing Multiple Charges Picture courtesy of ThaiRath. A man, described as being in a state of frenzy, drove a six-wheeled truck wildly along Rama IV Road, causing widespread chaos, injuries, and fatalities. The suspect is now under medical supervision and facing multiple serious charges. Police Major General Witawat Chinkham, Commander of Metropolitan Police Division 5, provided more information about the event. The suspect first hit a pedestrian crossing the street at around 13:00, near At Narong Road in the jurisdiction of Tha Ruea Police Station, leaving the pedestrian injured before fleeing the scene. When the police were alerted, they attempted to pursue him, during which time the suspect collided with several other vehicles along Rama IV Road. The chase intensified when the suspect made a U-turn near Kluay Nam Thai Hospital in the Klong Tan Police Station area, where he struck a motorcyclist, resulting in one injury and one fatality. The suspect then fled onto the expressway, eventually exiting near Bang Phli before being captured by police. Following his capture, the suspect remains under medical supervision, while police from both Tha Ruea Police Station and Bang Phli Police Station oversee his custody. Authorities reported that the suspect abandoned his truck and jumped into a canal, swimming nearly two kilometres, before hiding in a drainage pipe at a nearby factory. When police tried to apprehended him, he was carrying two sharp metal objects. Police attempted to negotiate with the suspect to surrender, but he refused to comply. After a period of silence, officers discovered the man had attempted to hang himself with a rope. Although he was still breathing when they found him, his breathing was faint, and he was unconscious, unable to speak. He was immediately rescued and rushed to the hospital. Authorities found no illegal items in the truck. There was no indication of alcohol consumption or drug use during the incident, although a background check revealed that the suspect had previously been arrested in November 2017 in Phuket for drug possession. As of now, one of the victims injured during the chase in the Klong Tan area has succumbed to their injuries. Metropolitan Police Commissioner Lieutenant General Thiti Saengsawang has expressed concern over the case, emphasising that the suspect must be fully prosecuted for all the offenses committed. In Klong Tan’s jurisdiction, the suspect faces charges of reckless driving causing death and fleeing the scene. In Tha Ruea's jurisdiction, he faces charges of reckless driving causing severe injury, while in Thonglor, he faces charges of reckless driving causing property damage and resisting arrest. The investigation is still ongoing, and further charges may be filed as more evidence comes to light. Authorities are determined to ensure that the suspect is held accountable for all of his actions during this destructive episode. -- 2024-09-05 Get the ASEAN NOW daily NEWSLETTER - Click HERE to subscribe

  6. Picture of the scene. In the late hours of September 4, at around 21:30, officers from Samut Prakan City Police Station, along with other authorities, were called to investigate the mysterious death of a 16-year-old girl from Phra Samut Chedi District. The girl was discovered lifeless in the bedroom on the second floor of a residence, she was visiting, in a housing estate within Soi Mueang Mangkorn, Samut Prakan City District. Upon initial examination, authorities found traces of blood coming from her nose, and her clothing appeared disturbed, with the hook of her bra undone and her skirt pulled up. A glass of grape juice, which appeared to have been consumed, was found near her feet. It is estimated that the girl had been dead for at least three hours before her body was discovered. According to preliminary interviews with the people present in the house, they reported that they had only met the deceased earlier that day, introduced to her through a mutual acquaintance to assist with some online working. As part of the ongoing investigation, the police have invited everyone in the house to the station for further questioning. Emergency response personnel provided more details, stating that they were alerted by the emergency control centre, reporting that a girl had lost consciousness. Upon arriving at the scene, they went upstairs to the second-floor bedroom where they found the girl lying motionless, with blood visible around her nose. They checked for a pulse but confirmed that she had already passed away. The cause of death was not immediately clear. The girl’s body was found lying on her back, with signs of blood coming from her nose. There was vomit on her pillow, and she was wearing a cropped top and a short black skirt, partially covered with a duvet. The owner of the room, who had recently met the girl earlier that day, explained that the room was primarily used for live-streaming and selling second-hand goods like shoes and jeans online. The owner claimed that the girl had been brought to the house by a friend and left in their care. According to the account, the girl mentioned feeling tired around 15:00 and she was allowed to rest. The emergency responder also noted that a glass of grape juice was found near the girl's feet, reportedly given to her by the male homeowner before she went to sleep. It remains unclear whether the drink played any role in the incident. Further forensic tests will be conducted to determine if there was anything suspicious in the drink or in her system that could explain her sudden death. The authorities are continuing to investigate the circumstances surrounding this event, with a post-mortem examination planned to clarify the exact cause of death. Further questioning of those present in the house and an analysis of any potential evidence found on-site will form part of the ongoing investigation. -- 2024-09-05 Get the ASEAN NOW daily NEWSLETTER - Click HERE to subscribe

  8. Picture courtesy of Khoasod. A 50-year-old woman suffered severe injuries after falling from a 40 metre cliff while foraging for bamboo shoots on a mountain in Sai Yok District, on September 4. Rescuers spent over 30 minutes trekking through dense forest to reach the woman, who had become separated from her husband before the fall. At approximately 14:30, the Phitak Kan Foundation received a report of an individual falling from a cliff near the Military Development Command Learning Centre in Phu Lad Village, Moo 11, Tha Sao Subdistrict, Sai Yok District, Kanchanaburi Province. A team of more than 20 rescue volunteers was dispatched, equipped with hiking and rescue gear to assist in the operation, as the location was deep within the mountainous terrain. Upon reaching the site, rescuers encountered a steep and rocky path covered with dense vegetation, making the trek challenging. After a 30 minute hike, they arrived at the scene, where they found the injured woman stranded on a rocky ledge about 40 metres down the cliff. Due to the treacherous incline, it was impossible to access her on foot, forcing the rescuers to rappel down to reach her. Initial assessments revealed that the victim, identified as Apantip Duangsung, had likely sustained a spinal injury, rendering her immobile. The rescue team carefully secured her to a spine board before hauling her up from the cliff. Despite the rugged conditions, the team successfully transported her down the mountain and rushed her to hospital for urgent medical attention. The woman's husband recounted that he and his wife, both residents of Mueang District, Kanchanaburi, had traveled to visit relatives in Sai Yok. Earlier that day, they decided to hike up the mountain to forage for bamboo shoots. While exploring the area, they became separated, and unfamiliar with the terrain, his wife unknowingly ventured toward a concealed cliff edge, obscured by tall grass and trees, leading to her fall. Upon hearing her cries for help, he quickly rushed to the scene and called the authorities for assistance. Thanks to the swift actions of the rescue team, the woman was successfully retrieved from the dangerous area and is now receiving medical care. -- 2024-09-05 Get the ASEAN NOW daily NEWSLETTER - Click HERE to subscribe

  10. Picture from responders. The body of a 45-year-old construction worker was recovered, on September 4, from the Wang River in Lampang after he fell from a tree while attempting to sleep on it. The incident occurred near the governor's residence on the afternoon of September 3. Rescue teams searched for nearly 29 hours before the body was discovered. The victim, identified as Mr. Ek, had reportedly climbed a tree along the riverbank to take a nap. However, he lost his balance and fell into the river. Despite an extensive search by local rescue units, including the Lampang Provincial Disaster Prevention and Mitigation Office and the Sawang Nakhon Lampang Rescue Unit, his body remained missing until the following day. The discovery was made by a local resident, Mr. Ton, a 22-year-old from Thung Ji village, Mueang Pan District. Mr. Ton, who was visiting the riverside park with his girlfriend, noticed an object resembling a human head floating face-down in the water, approximately 50 metres away. Realising it might be the missing person, he immediately alerted rescue workers stationed across the river. "I had heard about the missing person, so when I saw something floating in the river, I feared the worst. I shouted as loud as I could to the rescue team, worried that the body might drift past the dam," Mr. Ton recounted. Rescue workers quickly crossed the suspension bridge and retrieved the body from the water. Authorities from Mueang Lampang Police Station and forensic doctors were called to the scene to conduct a preliminary examination before releasing the body to the victim's family. The official investigation into the incident will continue, though it appears to have been a tragic accident. -- 2024-09-05 Get the ASEAN NOW daily NEWSLETTER - Click HERE to subscribe

  12. Picture of the man’s 6 dogs. In a remarkable turn of events, a 65 year old man narrowly escaped death after being attacked by a wild elephant calf in a remote area of Chachoengsao Province. The man, who sustained many injuries, credits his survival to the brave actions of his six loyal dogs, which managed to scare off the elephant and save his life. On September 4, Chaiya Khemmonta, the village head of Moo 13, Ban Khlong Takhian in Tha Takiap District, received a distressing report early in the morning. A villager had been attacked and injured by a wild elephant calf. Upon hearing the news, the village head immediately alerted the district officer and relevant authorities, who, along with a team of local volunteers, rushed to the scene to provide assistance. The incident occurred on the edge of Ban Ang Tabaek forest, near a rubber plantation that had been converted into a "Khon Nong Na" agroforestry project. There, the rescue team found Mr. Pornchai (surname withheld), a resident of Moo 13, Tha Takiap Subdistrict, writhing in pain after being attacked by the young elephant. He was quickly transported to Tha Takiap Hospital, where doctors performed an X-ray and treated multiple injuries. Despite experiencing back pain, chest tightness, and dizziness, Mr. Pornchai's condition was deemed non-life-threatening, and he was discharged from the hospital later in the day. When interviewed, Mr. Pornchai recounted the harrowing experience. Early that morning, just before dawn, he had gone out to inspect his crops as usual. Without warning, a wild elephant calf, roughly the size of a buffalo and weighing over 500 kilograms, charged at him. The elephant knocked him to the ground and pinned him with its head, biting his thigh. In a desperate bid for survival, Mr. Pornchai began shouting for help. Miraculously, his six dogs, which he had raised and trained, came running to his aid. They barked fiercely at the elephant, surrounding it and causing enough commotion to force the calf to retreat into the nearby eucalyptus forest. "I could feel my life being spared by those six dogs," Mr. Pornchai said, still shaken by the ordeal. Village head Chaiya noted that he had repeatedly warned the villagers to exercise caution while working in the fields, as a herd of wild elephants, including a few calves, had been sighted in the area. Additionally, a large adult elephant, known to frequent local communities and roads in search of food, had not shown aggressive behavior towards humans until now. To address the growing concern, a volunteer team has been established to monitor the situation, patrolling the area by pickup truck, especially at night, to prevent further incidents. -- 2024-09-05 Get the ASEAN NOW daily NEWSLETTER - Click HERE to subscribe

  18. Picture courtesy of Khoasod. In a dramatic incident that unfolded on September 4, chaos erupted on the streets of Bangkok when the driver of a six-wheel truck went on a rampage, colliding with multiple vehicles and leading police on a 30 kilometre chase that ended in Samut Prakan province. The suspect, after evading capture for over an hour, eventually abandoned the vehicle and leaped into a canal in a desperate attempt to escape authorities. The ordeal near the Kluai Nam Thai intersection in the Phra Rama 4 area of the capital. Eyewitnesses reported seeing the truck driver exhibiting erratic behavior as he drove the massive vehicle in circles around the Maleenont Tower on Rama 4 Road, located in the Klong Toei district. The truck, with its driver seemingly in a frenzied state, narrowly missed pedestrians and other vehicles as it sped towards Phra Khanong intersection before making a U-turn back towards Maleenont Tower. The situation intensified when the truck reached the Kluai Nam Thai intersection and was halted by a red traffic light. Taking advantage of the brief stop, four police officers on motorcycles, who had been pursuing the truck, attempted to apprehend the driver. They approached the vehicle and one officer climbed onto the truck, trying to break the window. However, the driver, armed with a knife, retaliated, forcing the officer to retreat. In a bid to stop the rampaging vehicle officers opened fire on the truck's tyres, discharging over ten rounds. Despite their efforts, the driver managed to continue maneuvering the vehicle, swerving right and left in an attempt to escape. The truck struck several cars stopped at the traffic light, causing significant damage but, fortunately, no serious injuries. With the truck still operational, the suspect sped off towards Samut Prakan province. The chase continued for 30 kilometres until the truck was finally located near a canal in the Bang Nam Chut area of Bang Phli district. Abandoning the vehicle, the driver made a desperate escape by diving into the canal, disappearing into the murky waters. Police officers have cordoned off the area and are continuing their search for the suspect. The situation has drawn significant public attention, with many expressing concern on social media, over the safety risks posed by the chase and the driver’s reckless actions. Authorities have yet to determine the motive behind the driver's behavior and are investigating whether drugs or other substances may have played a role. The incident remains under investigation, with police urging anyone with information to come forward. The search for the suspect is ongoing. -- 2024-09-04 Get the ASEAN NOW daily NEWSLETTER - Click HERE to subscribe

  20. An update on the Cathy Pacific flight. The problem on the flight unfolded several minutes after take-off on flight CX383 from Hong Kong to Zurich on September 2, and sources familiar with the matter reported it was a leak in the fuel system that appeared to have caused a brief engine fire that was quickly extinguished by the crew of the Zurich bound jet. The leak was in a system designed to inject fuel to the XWB-97 engine, the Rolls-Royce model used on the A350-1000. That system comprises a pipe that feeds fuel from an entry point or manifold to a nozzle that sprays fuel into the combustion chamber, the hot inner core of the engine. This is a different engine to that used on the Thai Airways A350s and there are no immediate signs this incident will trigger significant regulatory action involving all A350s. Seems that most airlines, like Thai Airways have decided to take no action, unless flying the A350-1000s.
  21. The picture in the OP, as I posted above, was not the location of where the body was found. It was taken after the body had been moved to the paved area, for medical examination. This is confirmed by the scene pictures of the body in its initial position, which are too graphic for the forum.
