My take on this is that they expected the Chinese tourists and Saudi's as well as Indians to fill the void, but it appears the numbers they expected will not materialize. Spoke to a neighbor who just returned from Rawaii. He stayed near Nai Harn and he said it was lovely but crowded with Russians and surprisingly Brits.
