No A Thai Elite visa is a multiple entry visa that allows unlimited 1 year entries until it expires. -

Not unless you don't leave and re-enter the country for a year. You get a new one year permit to stay everytime you enter the country. -

The extension wording is really a misnomer for it. Did you read the info I posted a link to. The extension part is if somebody has a 5 year visa already that a person paid 600k baht for a 5 year visa can pay 400k baht and change it to a 20 year Thai Elite visa. -

The answer to all of your questions but 4 is no. For number 4 he could apply for another Thai Elite valid for 5 years or possible 10 year but 20 year away is hard to answer. I will let everybody know when I get mine. Already late from normal years since I have gotten itit in early June before. When I do get it I think I will spend some more none and send it by express mail after the fiasco I had in back in 2019. Sent it registered mail on June 7th but they did not open and receive it until September and got the late notice one in October.

Yes you can do that. -
You would have to change your address to the other province to do the application by having a TM30 report submitted. I think I would go to the consulate Savannakhet for the multiple entry non-o visa where we already have confirmation that they are issuing them. Not sure about doing border hops at Ban Phu Nam Ron in Kanchanaburi at this time.

You do not have to return to the office where you applied for the extension. But you will have to change your address to where you are staying now. Ask your landlord to complete the TM30 report. If you plan on returning to Pattaya you would have to change your address back to there. -
Dual Nationality passports

He is wanting to enter Thailand with another passport than than the one his extension is in to avoid getting a re-entry permit for short stays. Not the same as what you did. -
Source of that info please. Also it has a error. Children under the age of 15 are not liable for any fine. A bit of scaremongering in the last one.

You did not mention you had never done a 90 day report. The reason the first report cannot be done online is that immigration has no record of you doing a 90 day report before. -

Have you moved permanently to Koh Phangan? If not then your best option is to your 90 day report online. You can apply/register to do a 90 using it. https://tm47.immigration.go.th/tm47/#/login -
