That is an error on the the e visa site. Insurance is not required for a non-o visa based upon marriage to a Thai. I have suggested to others they upload a page stating it is not required for your visa application or such to get past that point in the application.

And then start all over by getting a new non-o visa and extension of stay with that passport. The passport change can only be done by air. At border a crossing you have to show the other country the same passport you departed Thailand with.
