No sure what Jomtien wants at this time but most offices will ask for a rental agreement. I have been providing a rental agreement for several years now for my extensions. Before that we were staying in our house full time and the only thing needed was copies of my wife's house book and ID card.

Fixed now (spell check got me). Which one? Proof of your residence can certainly be asked for and a TM30 report would not always be proof of that.

You can get a appointment for the extension based upon marriage here. https://outlook.office365.com/owa/calendar/ImmigrationOfficeGovernmentComplexChaengWattanaRd@imm1division.onmicrosoft.com/bookings/ You can apply up to 45 days early for the extension at Chaeng Wattana. The report back date on the under consideration stamp will start from the day you apply for the extension. You will need your bank book updated to prove the 400k baht has been in the bank for 2 months. You will need to get a bank statement if your bank book does show the previous 2 months. You will also need a letter from the bank confirming your account written no older than the day you apply for the extension. You will need to keep the 400k baht in the bank to the report back date and show a copy of your updated bank when you return to get your extension stamp. Yes When your current 90 day report is due. That should not be needed. Show them a screenshot of the TM30 report the hotel will do.

A TM28 form is no longer used for a change of address now. It was replaced by a TM27 form. Most offices will accept a TM30 report done as proof you changed your address. When you apply for your next extension they may want proof of a long stay agreement with the hotel..

Likelihood of refused entry

The recent reports of denial were those that left the country and then returned visa exempt to get a new entry. If you get a tourist visa before returning to Thailand you should not have a a problem since you will be out of the country for some time. You might want to consider getting a multiple entry tourist visa (METV) that allows unlimited 60 day entries for 6 months from the day it is issued. -

A Non-ED visa to attend a school would be a option if you did not travel frequently. Immigration requires proof of your attendance when applying for extensions or in rare cases they can make problem when entering with a re-entry permit. Another job might be the best option. Or if you have 600k baht handy you could apply for a 5 year Thai Elite visa that allows unlimited one year entries to the country. -
He has one passport that he only uses to enter Thailand. He is renewing the one that he uses for travel to other countries. As far as I know Thailand does not require you to dealer your 2nd passport when entering the country. Only if you switched passport when returning to Thailand would they ever know about the 2nd one.

You are confusing insurance to a Non-OA visa and the covid 19 insurance required to to get a Thailand Pass that now requires $10,00 for coverage. The insurance for a Non-OA visa now has to include coverage for covid 19. -
Tourist visa return ticket

I don't think most embassies or official consulates will accept anything other than a ticket for a flight out of the country. Some nearby embassies and consulates would probably accept a ticket for travel overland. -

You can apply up to 30 days early at most offices or 45 days at some offices. No problem to apply during the1st week of July. -

You should provide new photos every year. I have read posts of people using the same photos but there is risk immigration could pull out your previous application and notice they are the same photos. -

You do not need a police clearance to apply for a non-o visa. That is only needed for a Non-OA visa for retirement. -

He has no choice other than applying for a new Canadian passport or leaving the country using his Canadian passport or reentering using his UK passport to start all over again with a new non-o visa and then a new extension of stay.
