Online 90 Day report rejected

I would guess your report was rejected due to error when you completed the form. There is no linkage with being able to do online report online now and having a new passport or a old entry to the country. The is why there is only one page to complete. -
Non-OA mandatory health insurance from LMG?

You do not have to have the new insurance requirements until after September 1st of this year to apply for a extension of stay based upon retirement at immigration. You should be able to get more info here on the LMG website. https://www.lmginsurance.co.th/en/pages/iservice.aspx -

When you return on the 31st they will do the 60 day extension stamp that will give you 60 days from the 14th. -
90 day reporting and end of ext date

There is really no linkage between 90 day reporting and the day your extension of stay (it is not a visa) ends. Apparently your office has made up their own rules. I assume they will do a 90 day report when you apply for your extension dated 90 days from the day your current one ends. -

Do mean a extension of stay based upon retirement for a stay from a OA visa entry? Where will you be applying for your extension. It can vary from office to office. -
There is not 30 day extension for a entry non-o visa. Apparently they made a mistake when they gave you the 30 day extension under the rule for extensions of a tourist visa or visa exempt entry. Clause 2.4 of the immigration order is for those extensions. Your stamps show that your 30 days was based upon that. Clause 2.24 of the immigration order is for the 60 day extension to visit you wife and they require your wife to be with you when applying to meet number 2 in the clause.

Before covid they made problems if you were doing back to back tourist visas to stay in the country. That is certainly not the case now since people have not been getting them there. -
Immigration does not check for 90 day reports when leaving the country. It is not responsibility to do it and they have no access to online reporting records. Thake the receipt for your current report out of your passport before going to the airport. Not doing a 90 day report is not a overstay. A overstay is only for your permit to stay.

If you enter the country prior to the day your OA visa expires you will get a one year permit to stay if your issuance is valid for that long. If not you will only be stamped in to the day your insurance ends. Best to try and get you policy extended to the date your one year permit to stay ends. The September 1st date is for those applying for a extension of stay at immigration for the entry from a Non-OA visa.

Can re-entry stamp be transfer to new passport

Some offices will transfer a re-entry permit to a new passport if they issued it. If not there is no need to get a new one since you can use the one in your old passport by showing both passports on entry to the country. -

You can apply for the 30 day extension at immigration in Chiang Rai. You will need a completed TM7 form with a 4X 6 cm photo attached. Copies of you passport photo page, arrival stamp and your TM6 departure card. The fee is 1900 baht.

The only way to change from a Non-OA visa to a Non-O visa is to leave the country and apply for a non-o at a embassy or enter the country with a tourist visa or visa exempt entry and apply for a non-o visa at immigration. If married to a Thai you could change the reason for your extension of stay for retirement to one based upon marriage.
