I am sure you will be still applying for extension for attending a university. A extension for doing research is a lot different that studying at a university. -

That can only be done if on a tourist visa or visa exempt entry and that visa is not for studying at a university. -

You apparently are on a extension of stay based upon attending a university. I am sure your non-ed visa expired long ago. You can change to a different university when your current extension is canceled and the apply for a new one using supporting documents from the new university. -
The info I posted is to apply for a non-o visa at immigration. Immigration will not accept transfers from abroad to apply for the non-o visa. They will only accept proof of income from a embassy to do it. If applying for a extension of stay you only need to provide proof of at least 65k baht income transferred from abroad for 12 months.

Since you mention a non quota immigrant visa you apparently have permanent residency here. I suggest you check with the PR section at Chaeng Wattana about it. Since you are on PR they may transfer your visa and etc to the new one without a embassy letter.l

There are not additional requirements. You will need proof you are fully vaccinated or a recent negative ATK test to enter Thailand. You will need to get a visa on arrival to enter Laos or you can apply for it online. -

No need for financial proof to apply for a non-o visa at the consulate in Savannakhet. You may be asked to show proof of having at least 20k baht in the bank that is the standard requirement for visas. -

The problem is that many work permit offices would not accept the application for one while on a extension of stay based upon retirement. With the help a employer the it may be possible to overcome the problem. -
You can get a non-r visa and the extension of stay to study Buddhism. You would have to find a temple or monastery to support your application. This from the immigration order for extensions of stay.
