  15. It was simply an Act of Parliament, the provisions of which have to be obeyed unless the Act is modified or repealed........that is the extent to which it is "binding". No Act of Parliament is permanent.......that is the bedrock of the UK system. Any Act may be repealed at the pleasure of the House. It is simply a matter of another Act to repeal it and render the previous Act null and void.
