I'm no fan of the mutant horror that now impersonates Songkhran, but it doesn't seem a very good idea, vis-a-vis tourist expectations, to effectively cancel just about everything that has become it's "substance". Muslims on holiday are a very different thing to Muslims at home, with religious "authorities" looking over their shoulders. In Asia you are more likely find that it is S.Korean Christian "do gooders" who are "taking over". They have been putting considerable effort into Evangelising for some years now. I found them to be particularly prevalent when I was in Cambodia.
