Non Immigrant O application in India for Spousal Dependent of Retiree -Work Permit Requirement?

Question for the experts here.  For initial  non-immigrant O 90 day single entry application of a dependent Indian spouse (less than 50 years old) of a retiree already on 12 month extension, VFS India is stating the retired spouse who has the extension of stay should have work permit and letter of invitation from company required. (requirement checklist attached)

Seems to be a contradiction and impossible requirement, as a retiree has neither a work permit or a company invitation letter to provide, does anyone have experience with this?

It seems they put all the dependent non- visa requirements in one check list.

It seems you will need to provide only the ones relevant for a person whose spouse is on a retirement extension. The strange requirement to me is financial proof (never seen that required before).

Normal is a copy of the spouse's passport photo page, extension stamp and a marriage certificate.

I suggest you contact VFS to find out what is really required.
