Sydebolle
Maybe the generals get the sewers and klongs cleaned out and, instead of buying subs, destroyers, helicopters and other toys for boys go for garbage incinerators and a free of charge garbage collection system, which would costs fractions of fractions. Partly the complete non-functioning of drainage is to blame and it takes a hell of pressure to send manhole lids flying followed by geysirs of sludge all over town. Just thinking out loud here ..........

Check historic photos, before plastic bags, etc. Bangkok has always flooded during the Rainy season. It was welcomed, bringing new top soil to the fields. Not really, check your facts again. rickudon
Problem - the PM said Bangkok would not flood this year. It would take a brave Meteorologist to say the PM got it wrong. Attitude adjustment may be invoked!
