I am not a lawyer by all means, but there are two things: the Thai defamation laws, which have been around for a long time, as a means to protect the richer and more powerful, TIT; and the more recent CCA (Computers Crimes Act), which is very centered on defamation. This makes me smile as defamation is defamation whether it is via Internet or not, and CCA should have focussed on computer crime. One minute paperwork from the ministry said it was his address, then after a meeting where they found out he knew more than them it same paperwork said "We do not know whose address that IP belongs to, Fin liars. Exactly! Now and again the CCA is used for genuine computer related crimes. Mostly this law is in place to instill FEAR and control people. Just the knowledge that they can do this is often enough to stop the type of negative comments about Thailand - So every now and again, expect to see some headline pointing out someone being arrested for such and such on such and such social media site - it is just done to reinforce the threat!
