I think you are correct. Use of SA was reported only in the N and NE. Perhaps due to excessive rain. Only affect 2-3% of total rubber production in Thailand. Most use for FA.

Thailand Futures Exchange PCL (TFEX) has planned to launch the new rubber futures product “RSS3D Futures” with physical delivery available at the expiration of the futures contract, enabling investors and entrepreneurs in rubber industry to effectively utilize the new products for risk management to meet their needs. The new rubber product will start trading on May 16, 2016.

From my limited knowledge, TFEX does trade in agriculture, metals, rubber and a host of products. Singapore Mercantile Exchange has a longer history and collaboration with many future exchanges including Tokyo. TFEX still have to work harder to gain better recognition.
