Could anyone point me in the right direction here?

Is it possible to stay in Thailand, say for like 89 days on the voa's and then, travel to a third country and go to the Thai embassy and get your single or multiple entry tourist visa? I would like to stay here indefinitely as I have in the past and this appears to be the best way to go about doing it, if it is indeed possible. Many thanks in advance.
