but a good start, in your case, I would recommend, you hire a Thai lawyer which connect

the Department of Land Transportation and get a written confirmation.

You carry this document in multiple languages, together with their certified true translation copies, of cuase authenticated by their embassies in several languages (incl. Thai language).

Last not least, if you reached Thailand, you look for the next police station, not immigration center! ask them for a written confirmation your document is still uptodate.

You search for a local certified translation office, maybe the translation is about something different, and it just say my fellow college if you stop this <deleted> take much as it possible from him and keep it for yourself, he took us busy for 2 days !!!!!

Keep it as reference in case you're winked over.

Since the information is incorrect, no, not a good start.

Regarding the rest of your post .....

No such animal as an international drivers licence.

It's an international permit which is just a translation of your own countries driving licence. That's why uk car rental companies accept a Thai licence and you don't need an IDP, because the Thai licence has the vehicles you're allowed to drive clearly shown and in English.

On it's own ( IDP ) it's wothless. You must have both on you at all times.

thai driving licence is valid in europe for 6 month , no issue

normaly it must be the same in the other direction ,so it must be valid in thailand too

Hiring a bike without a bike licence being asked for should be  an offence.

If the business renting the bike cannot show you current comprehensive  insurance cover

Move on , on foot

I agree with your main idea.  Foreigners, esp. tourists, should definitely NOT be allowed to rent a motorbike unless they have a license - Thai or from home WITH a motorcycle endorsement on it - AND obtain insurance which they can show includes equal coverage for motorbike operation. CONFISCATE bikes being operated by foreigners that don't have this and revoke the business permits or licenses of the rental outfits. Start actually confiscating a few bikes and the rental guys will get the picture.
