In the USA it is legal to do so, with some restrictions imposed at state level. I'm sure it is also legal in some other countries. It was pretty standard in the Australian outback when i lived there, although that was some years ago. In reality, for many Thais it is the only practical way to travel if a large group. You cannot just ban it and therefore prevent families from travelling together where they have few alternatives, and probably safer than a motorbike. Never seen a tuk-tuk or songthaew with seatbelts either. Sure, legislate to make it safer (e.g. speed limits, only sitting inside) but banning it outright is just not practical. For the first time they demanded everyone to fasten their seat belts ! The lady in charge would not let the bus driver go until all the passengers was checked, just like in an airplane . So this is good news , they actually teach their passengers to wear the belt. I wonder if it will happen on my next trip. The funny side of it is the bus driver does not have a seat belt installed so he is not going to make it if we crash. In the States, it's banned in some states, restricted in others and legal in the rest. It is quite crazy when passengers inside the vehicle are fined for not wearing a belt when the dozen or so standing like sardines in the back are okay! To avoid this the insurance company has to put up bail, without the rep there, the police will quite likely lock up anyone they consider to be a witness or in any way relevant to the incident until they can "work out" what happened. As they are appallingly bad at doing this, it can lead to all sorts of complications. so it is much better for the driver or anyone else to avoid the police until they have contacted the insurance company and got legal advice.
