I have a US convection oven that is rated at 13 A when connected to regular 120 V 15 A service (that's what the plate says).

 

What's the minimum safe-rating for a step-down transformer taking into consideration that my local supply which is usually around 215 V during the day can be as low as 185 V in the evenings.

Oven is about 1500 Watts. Since they tend to be on for long periods I would be looking at a transformer of at least 2000VA probably more like 2500VA.

A bit costly for a kitchen oven step down transformer I suspect.  After a lifetime of transformers and voltage regulators have come to conclusion it is more advantageous in the long run to buy for the voltage available if possible - and in the case of Thailand almost everything is available locally and in most cases the price is competitive.
