The requirement for mail reporting is mailed 15 days prior report date (although most do not hold you to that if a reasonable period in advance. But if they receive or not you have not met the requirement of sending 15 days early so they would not have any obligation to accept. Imperial World no longer has a foreign 90 day report desk and recent users were told not to report there again (using the adjacent country windows). It is not an online reporting center - you appear in person. I arrived at Chiang Watanna at 0845 last week to do mine and was out by 0945 - 44 in queue ahead of me.
