Residents in Bangkok's Klong Toey district are furious with the local authority who they say were warned about a fence where many people got electric shocks last year.

They say the authority did nothing.

On Thursday a three year old girl died after playfully climbing on the fence while her parents were distracted.

TNA showed pictures of a bare wire showing on a section of fence outside the Klong Toey district authority HQ.

Praratana Srisukdee, a local resident, said the authority were warned many times but did nothing. Many people got shocks, she said.

Now that a child had died the area was cordoned off and action was being taken.

She said referring to a Thai proverb: "There will be no tears until you see the coffin".

This refers to taking action only when tragedy occurs.

A security guard called Sommai Meemuang said he was talking to the three year old's parents. The little girl was not wearing shoes and was playing. She climbed up onto the metal railings and was killed.

Aunty Siriporn Meepeng told TNA there would be five day bathing rights.

The authority said they would pay for everything but the parents intend to prosecute them to the full extent of the law, she said.

Very sad, but the Thai even make this in brand new hi-so moobaans...and i warned them twice already but they don't care at all...

I hope they claim a huge amount of money for the dead girl so the rest of Thailand will think twice of ignoring these dangerous wires.

It would be time people are held accountable for their negligence, so besides a huge amount of money I also hope that someone ends up in jail for this (the person not handling the complaint correctly). It is absurd that you can just "buy off" things like this as a company.

Perfectly fit for Thailand!

Unfortunately, apathy and indifference rules in far too many ways here.

It fits perfectly because we see it happening all the time: people point out glaring mistakes and dangerous situations and years later someone has to die before action being taken.

The article mentions many people got shocks already, but no action has been taken.

It is all "sabai sabai" in Thailand till someone dies and then, and only then, action will be taken.

So the proverb fits perfectly for Thailand.

And my guess is that the many places where it is the same all have their own proverb resembling this one.

Something about a "Kalf and a put"

No, go back and re-read the proverb. Someone dies and then there will be tears...

It only talks about tears -- not about any action being taken. Tears are easy to come by here. But remedial action is rare no matter how many tears.
