That is all it means. Of course Prawit will stay on. He is above the law. Any and all laws. The army operates in a way that makes them a law unto themselves. That is why they are called a junta. To them and, they hope, the rest of the world, it's simply an alternative version of the truth. And, before they know it, there's absolutely nothing wrong with lying . . . it's normal.
