Going to be in Chonburi during my reporting window, and was planning to do my upcoming 90 day report by post. The Immigration office is Khon Kaen.

Online reporting is not an option. Pre-2013 entry to Thailand.

Just read this on keyvisathailand website: "  the post mark needs to come from your province"

Is this true? Haven't seen mention of it before.

never heard of this one   but i have noticed in the past  quite a few post marks are illegible  (bad/faint  if at all printed) leading me to believe  another system  that would be unworkable

The report can be mailed from anywhere.

But the address on the return envelope must be to your registered address shown on TM47 form.

It makes sense that it should be posted from within your 'home province' as your are reporting your current address. If you have travelled to another province, you are supposed to report your change of address. That said, I doubt any IO/office would reject a report with an out of area postmark.

What, I can't stay for less than a month in another province without reporting change of address?

My permanent address hasn't changed in 6 years, and is not about to.

Since I spend my time approximately 50/50 between two places, does it make sense to report a change every fortnight?

Don't answer. I'll risk it.

Thanks. That pushed me into doing a little research, and this I found:

Immigration Act Section 37 (TM 28)

The only section of the immigration act that is relevant is Section 37: 4 which involves notifying the police.

If the alien travels to any province and will stay there longer than twenty – four hours , such alien must notify the police
official of the police station for that area within forty – eight hours from the time of arrival.

You should use TM28 for this.

NOTE:  Regarding reporting Address Change to the local Police Station.  In all probability, no one at the
Police Station will know anything about the TM 28 or TM 30.  I would recommend  printing a copy of this
page and take it with you to the Police Station
.  A friend of mine, living in Isan, spent a lot of time at the
police station trying to get someone to accept his TM 28.  They finally agreed to accept it and sign his copy
to staple into his Passport.  The Police had no idea what to do with their copy (the Top Portion).  They threw
it in the trashcan.

That section of the law isn't enforced.

a few similar topics on other boards.  To me, this is NOT a change of address or residence by any normal definition.  Staying in a hotel for a few nights or a week is not a change in residency.  Others in the Phuket forum where they seem to sometimes appear to be enforcing the reporting when out of province rules.  not quite the same thing here, but similar

OP - is there not someone in Khon Kaen who could post the report there on your behalf?

No need, see ubonjoe's post no.3, can be posted from anywhere, but return envelope must be addressed to my KK residence.
