Where to report water leak from neighbors wall ..

I share a common wall in a rather large 4 story shophouse

with a neighbor.

 

I have extensive water damage to walls, floors, beams, posts from my neighbor. He refuses to acknowledge or talk about it. He says he's too busy.

 

Additionally his rear roof is sloped toward my property causing the rain runoff to inundate my property. I have referenced the Thai civil code that clearly states that he is in violation of the law.

 

I have written up a full report with photos and submitted it to the police. They tell me that my neighbor doesn't want to sit down and talk about it. This route seems a waste of time.

 

Is there a government agency or department that I can take my report and evidence to?

BMA has bylaw enforcement guys . Look like police but have green shoulder patches. I would say BMA first. 
 
Or your local district office. Same place you go for pink ID card.
